Building Resilience into IP&R 2025/2026 Member Councils Report
Disaster resilience is increasingly recognised as a critical component of sustainable local governance.
As climate change intensifies and natural hazards become more frequent and severe, councils must proactively embed resilience into their strategic and operational planning frameworks. The Integrated Planning and Reporting (IP&R) framework provides a structured opportunity to do so ensuring that resilience is not treated as a standalone issue but as a cross-cutting priority that influences infrastructure, community wellbeing, environmental stewardship and economic stability.
In 2025 the ISJO released its Regional Resilience Integrated Planning and Reporting Guidance 2025 to assist Councils to embed Resilience within their IP&R structures.
The purpose of our 2025/2026 Member Councils report is to provide guidance for Member Councils on their progress in strengthening disaster resilience within their IP&R frameworks. It provides a comparative analysis of current approaches and highlights opportunities for improvement and regional collaboration.
The report is intended as a practical reference for embedding resilience across strategic and operational plans. It has also been made publicly available through the ISJO website to demonstrate transparency and to support community understanding of how councils are preparing for increasing disaster risks.
