The Illawarra Shoalhaven supports a range of community settlements from regional cities such as Wollongong, Shellharbour and Nowra to large commercial hubs such as Kiama, and smaller more dispersed and isolated settlements (or satellites).  Many of these smaller villages have limited road access which can impact safety and access with residents often sourcing services outside of the locality.  Delivery of services to these smaller settlements is often influenced by their amenity value which attracts tourists and new residents.  However many are considered to be at capacity with infrastructure at peak load, limited employment opportunities, seasonality in population with a large number of holiday homes and private cars as the primary form of transport.  The ISJO envisages transformed satellite settlements that are inclusive.
